Abstract

G-SIB Consent Order Remediation has become a strategic priority for Global Systemically Important Banks (G-SIBs) operating under regulatory oversight from the Office of the Comptroller of the Currency (OCC) and the Federal Reserve Board (FRB). This study presents an 11-Pillar Regulatory Compliance Framework designed to address Matters Requiring Attention (MRAs), consent order obligations, and enterprise risk governance through a structured and scalable remediation approach. The proposed framework integrates a severity-priority matrix, tiered governance, hybrid execution methodology, automated data center monitoring, and standardized change control processes to strengthen regulatory compliance and operational resilience. Performance evaluation demonstrates a 95% on-time closure rate for regulatory actions, a substantially reduced reopening rate, improved regulatory visibility, and enhanced residual risk management, enabling institutions to minimize regulatory penalties while maintaining compliance readiness. The framework further supports enterprise-wide governance through global delivery coordination, continuous monitoring, and automated reporting that improves transparency and decision-making. The findings indicate that the proposed 11-Pillar Regulatory Compliance Framework for G-SIB Consent Order Remediation provides a scalable, technology-enabled strategy for strengthening governance, accelerating regulatory remediation, and improving long-term compliance across large financial institutions.
